CAMP HILL, Pa. -- A Cumberland County man who served as a press secretary with the Department of Environmental Protection has pleaded guilty to charges of corruption of a minor. Tom Rathbun, 54, was charged last year with sexually assaulting two juveniles multiple times over the span of several years. He was suspended without pay from his job.
