Medicare plays key role in Florida's US Senate Republican race

Democrats see a defining issue for 2012 in the controversial Republican plan to overhaul Medicare. So does Adam Hasner in Florida's wide-open GOP primary for a U.S. Senate seat.

A day after the Medicare issue helped Democrats score an upset victory in a New York special congressional election, Hasner rushed to embrace House Budget Chairman Paul Ryan's spending plan and its Medicare component and accuse other Republicans of being weak-kneed on the issue.

"A lot of Republicans are starting to waffle on this question," Hasner said at a Florida TaxWatch lunch in Coral Gables on Wednesday. "I want you to know that I fully support the Paul Ryan plan. If I had any criticism whatsoever over the plan, it's that it just doesn't go far enough fast enough."

One of Hasner's primary rivals, George LeMieux, told the same group that the Ryan plan is a "good start. It's not enough." LeMieux, an appointed U.S. senator for Florida who left office in January after 16 months, said he favors his own budget plan, which calls for deeper overall cuts. LeMieux's plan is not as specific as Ryan's on Medicare, but LeMieux said he favors eventually raising the retirement age for Medicare and Social Security and limiting benefits for wealthy seniors.

The third major Republican in the primary, state Senate President Mike Haridopolos, has avoided taking a position on the Ryan plan.

Whatever liabilities the Ryan plan may have in a general election, the Hasner camp sees it as a bedrock issue with the conservative voters who dominate GOP primaries.

"This has become a litmus test with Republican voters," said Rick Wilson, a GOP consultant and Hasner adviser. "You're either on the Marco RubioPaul Ryan side or the Harry ReidBarack Obama side."

The plan put forth by Ryan, R-Wis., would convert Medicare for those who are now 54 and younger from the defined­-benefit program it is today to one in which the government provides subsidies for retirees to buy private insurance.

The nonpartisan Congressional Budget Office says the plan would mean significantly higher out-of-pocket costs for future retirees. The Ryan plan's supporters say they are trying to save Medicare from actuarial doom.

A Medicare trustees report released this month said that if the program is not altered, it will not be able to pay full benefits beginning in 2024. That date would be 2016, the trustees said, if not for the new health care law, which calls for about $575 billion in Medicare savings over 10 years by slowing the program's future rate of growth.
